Accessibility statement for the mobile application

Accessibility statement

STIB-MIVB is committed to make its Floya mobile applications accessible, in accordance with the following legislation: joint Decree and Ordinance of 4 April 2024 of the Brussels-Capital Region, the Joint Community Commission and the French Community Commission establishing the Brussels Code of equality, non-discrimination and promotion of diversity.

This accessibility statement applies to the FLOYA application and more specifically:

  • Apple mobile application (version 1.35.0)
  • Android mobile application (version 1.34.0)

Compliance status

The Web Content Accessibility Guidelines (WCAG) defines requirements for designers and developers to improve accessibility for people with disabilities. It defines three levels of compliance: Level A, Level AA, and Level AAA.

At the moment of writing, our mobile applications are partially compliant with WCAG 2.1 level AA. Partially compliant means that some parts of the content do not fully comply with the accessibility standard (see below for further information).

The mobile applications are fully compliant with WCAG 2.1 level A.

Non-accessible content

Despite our best efforts to ensure accessibility of our mobile applications, the following accessibility issues remain:

  • Insufficient contrast for the text label of the inactive navigation elements, and the filter buttons when searching for public transports
  • Insufficient contrast between the text fields and their background
  • Layout not adapting to the text size specified by the device
  • Search results for an itinerary search not announced by screen readers

There is no alternative provided yet for those limitations. Remediating those issues is our priority.

In addition to the issues listed above, the following issues are known but require changes that impact Floya’s partners and providers:

  • Several transports have an icon that doesn’t have sufficient contrast
  • The icon that warns the user of a disruption on an itinerary doesn’t have sufficient contrast
  • The identification through visual cues only of specific zones in the interactive map (such as no-parking zones), as provided by our partners

Lastly, the following limitations are known but cannot be addressed at the moment as their remediation would not provide a satisfactory user experience or would significantly alter the functionality:

  • The layout doesn’t adapt to the landscape orientation of the device
  • The interactive map doesn’t have sufficient keyboard support

The search per transport or itinerary is an alternative to the interactive map that is keyboard accessible.

Improvement plan

Some improvements have already been implemented in the applications following a first audit in 2023, while others are in development. We plan to roll out several accessibility enhancements incrementally until full compliance is met.

Floya’s compliance efforts are being carried out in close operation with associations.

Preparation of this accessibility statement

This statement has been updated on November 19, 2024 and is based on an external accessibility audit carried out by Eleven Ways on November 15, 2024. This audit consisted of an in-depth analysis by a IAAP certified accessibility expert.

Floya is committed to ensure digital accessibility of its website and mobile applications, in accordance with the EU Web Accessibility Directive regarding the accessibility of websites and mobile applications for regional government bodies and municipalities (Brussels Capital Region). This statement applies to the domain https://floya.brussels/.

Accessibility statements for the mobile applications of Floya (iOS and Android) are provided below.

Conformance status

Limitations & alternatives

Despite our best efforts to ensure the accessibility of our website, some issues have been observed on several pages. Those include:

  • Missing or inaccurate text alternatives on images
  • Missing audio description track on videos
  • Illogical headings hierarchy
  • Form elements not programmatically linked to their visible label
  • Form elements don’t identify mandatory fields
  • Insufficient colour contrast on certain texts and graphic elements
  • Animated logo carousel cannot be paused
  • Missing sitemap or other alternative way to navigate the website
  • Missing labels on buttons
  • Form elements don’t provide sufficient instructions and error suggestions

There is no alternative provided yet for those limitations. Remediating those issues is our priority.
